What the 2017 Federal Budget means for home loan borrowers

Borrowers looking to buy property in Australia’s hottest real estate markets are not likely to see any immediate improvement in home affordability based on an analysis of this week’s Federal Budget.

Borrowers looking to buy property in Australia’s hottest real estate markets are not likely to see any immediate improvement in home affordability based on an analysis of this week’s Federal Budget. What does this mean for those with an existing loan or those keen to get into the market? Federal Treasurer Scott Morrison announced measures the Government hopes will increase housing supply, discourage foreign property investment and improve the prospects of first home buyers, especially in Sydney and Melbourne. The highlights: First home buyers can salary sacrifice up to $15,000 per person per year ($30,000 per couple) into their superannuation to use as a deposit. The total maximum that can be sacrificed is $30,000 per person ($60,000 per couple).

  • Retirees who sell their family home can add a non-concessional $300,000 into their superannuation fund
  • A $1 billion National Housing Infrastructure Facility to be set up to fund deals that remove restrictions to developing new homes
  • A National Housing Finance and Investment Corporation to be established to provide long-term finance for affordable rental properties
  • The capital gains discount to be increased to 60 per cent for investments in affordable housing
  • Foreign investment rules in residential dwellings to be toughened by removing the main residence capital gains tax exemption and tightening compliance
  • No more than 50 per cent of new developments to be sold to foreign investors
  • Legislation to limit investor lending by non-bank lenders

Not much joy for home borrowers

UNO Home Loans CEO Vincent Turner believes the First Home Super Saver Scheme won’t do a great deal to solve our affordability challenges, especially in regions where the cost of housing is high and is continuing to grow. “A couple drawing $60,000, the maximum amount allowed under the scheme over two years, would be unlikely to even have enough to pay the stamp duty on an average Sydney home,” he says. The tax advantages of the scheme aren’t significant, either. “For someone on $85,000, even if they save the maximum amount over the year [$15,000] they’ll only be $2250 better off with the tax break,” Turner says. “So this is a much less generous scheme than the first home owners grants were in their heyday.” Those hoping to borrow funds to buy a more affordable property might be more optimistic about the supply-side measures in the Budget. The problem is that the benefits from these are not likely to flow for years. Funding major infrastructure projects and the associated land releases should eventually help alleviate the chronic shortage of housing supply close to Australia’s biggest cities. The incentive for retiring homeowners to downsize will also improve the overall number of properties available, but only slightly. The Government is replacing the National Affordable Housing Agreement that provides $1.3 billion every year to states and territories with a new set of agreements. Morrison says the states will be required to use their funding to deliver on housing supply targets and reform their planning systems. Turner says any measure that requires states to meet volume quotas for the approvals of new dwellings will be well received by home hunters. “Our survey last month showed that only 20 per cent of people disagree that policy changes such as releasing more land for housing development, or accelerating development approvals, would make property more affordable,” he says. But all of these measures, while welcome, are certainly not likely to have any immediate impact on residential housing affordability.

A bit tougher for investment borrowers

The Government also announced a number of small measures that affect property investors. Those investors who use negative gearing can’t claim travel expenses and have had some limits put on their deductions. There will also be tougher controls on foreign residential property investors, particularly those who leave their purchases vacant for more than half the year. Turner says any incentives that encourage developers to build affordable housing are a step in the right direction, “but this will require coordination with state and local governments to have any enduring impact”.

Two unknowns

Two other Budget measures that may have an impact on residential and investment borrowers are the legislated controls that will apply to non-bank lenders and the 0.06 percentage point levy on money the big banks borrow to fund their lending. Banks have already signalled that at least part of the cost of the levy, which is likely to raise $6.2 billion, will be passed onto depositors and borrowers. Westpac CEO Brian Hartzer said the levy would affect all customers. “The cost of any new tax is ultimately borne by shareholders, borrowers, depositors and employees,” he says. This means banks may look to edge up the interest rates they charge to maintain their profits.

What to do next

Those with an existing mortgage who are concerned about the prospect of increased interest rates might consider locking at least some of their loan at a fixed rate. It’s hard to tell which direction interest rates will head in the short-to-medium term – pundits are saying the next move is likely to be up – so fixing all or a portion of your mortgage offers a level of certainty. For those looking to get into the market, it’s a good time to look around for a deal that suits your specific circumstances. It might be that you need to borrow a certain amount, are working with less deposit or need specific loan features like a redraw facility or an ability to pay back the loan faster. It’s important that you compare everything that’s on offer. Scott Wilkinson was my broker last year when I sought finance for a new property investment and refinance for my property port folio. He was an absolute delight to work with. He was always professional, on time and always available to talk at a moment's notice to discuss my credit options and give well considered advice; usually this was very much after-hours due to my work commitments during the day. He was always happy to talk. I had not used a mortgage broker in a long time opting to do the re-financing myself. This was primarily due to disappointing experiences I'd had with mortgage brokers in the past. However with the increasing complex nature of dealing with credit providers, I could see that I needed a good advocate to act on my behalf for this particular refinance. In all honesty I did not hold much hope that in the current credit environment I would be able to secure the finance I required for the new property investment I was wishing to secure. Scott found a way however and was able to secure the finance along with the refinance of my portfolio. I have since referred friends to Scott and I know they have been very happy with his work. He is ideal for property investors who have busy day-jobs and need someone who understands property investment strategy and is able to tailor credit advice and options to their needs. Scott provides this advice and information in a way that is clear and concise. He kept me up to date continually during the application process. He made what could have been a very stressful and frustrating process easy and straightforward. I could not recommend Scott and the team at UNO Home Loans more highly. They are all a delight.

We chose Uno Home Loans from their impressive web site knowing we were going to find it hard, on many fronts, to qualify for a home loan. We were incredibly fortunate to be assigned Mike Parsons as right from the get-go, despite the complexities, he hit the ground running for us. He was incredibly knowledgeable, with years of experience but what was immediately apparent and impressive was that he was totally invested in getting us over the line, doing absolutely everything possible, including working around the clock. Despite it being a relatively small loan in the order of things, Mike never missed a beat, getting docs ready, following up and answering every request from the proposed funder immediately. He kept us informed on progress the minute anything happened, and again if anything needed to be done, he was right on it. In short, we highly recommend Uno, and Mike, knowing what a remarkable job he did, over many weeks, to get us our loan. He got us a great deal, with far better rates than we expected, so we couldn't be happier. In fact, without doubt, you'd be hard pressed to find a more personable, sharp, hard working, dedicated professional who clearly prides himself on getting his customers standout results.

Our mortgage recently came up for renewal, and with interest rates skyrocketing we were looking for ways to minimise the impact. Michael and his team were proactive and attentive. Michael spent time with us to understand our circumstances. He found mortgage options that worked with our current financial situation and longer investment plans. He presented clear options, providing guidance where needed. He and his team were helpful and responsive - streamlining the process and keeping us updated through the negotiations. In the end, Uno did the heavy lifting and secured a significantly better rate than our current bank offered, all with friendly, personal service. We would highly recommend UNO Home Loans.

I cannot help but congratulate Scott Wilkinson of UNO Home Loans for being an absolute credit to both his company and the entire loans industry. Scott is a truly rare gem of a broker in that he will not only go the extra mile to achieve for each customer the very best deal, but his knowledge of all and sundry within the industry is unsurpassed (you will see what I mean if you speak to him). Additionally, Scott has a clear passion for imparting his wealth of information with each customer, whereas the conversation with most other brokers would simply be over if they could not get you the best deal. For me, Scott Wilkinson of UNO Home Loans stands head and shoulders above the competition and I feel privileged to benefit both from his expertise and professionalism whenever it is time for a refinance or new loan.

Just completed my first loan with UNO which was so much easier than with other other brokers I have used in the past. Our broker MIKE PARSONS always had time for me and broke things down for me in the simplest of terms and was very patient with my silly questions and my constant changing of plans. I wish I had used them in the past as I wouldn't be in the situation I'm in now. Can't recommend them highly enough. Thanks UNO and Thanks MIKE 😊
